Since its inception in 1958, DARPA has launched major innovations for space, medicine, defense, as well as many other areas. In recent years, DARPA ran over 200 projects supported by $3.0 billion in federal funding. Based on our reading and class discussion, which set of factors express DARPA's strategy and philosophy for innovation? A.
