Since we live in an ever-evolving world - Do administrative ethical norms have to be created specifically for each individual country? Is there anything one could call a global administrative ethic? If administrative ethics are socially constructed and the world is experiencing greater global interdependence due to trade, travel, and communication (including especially the effects of the Internet), might there be an emerging global ethic for urban administration?
