Situation-

A man who does not have enough money asks a relative help to rent a property.

The lady/relative AGREES she will give one of her property for a low rental.

Man visits the place and wants it to be renovated to suite him (with his OWN MONEY). Woman tells she will let him know if she can let it to be rented for the previously agreed rental fee.

In this situation-

1. who is the offeror, who is the offeree.

(my idea: first the offeror is the property owner and the offeree is the man. Then there is a counter offer to renovate the property. Then the offeror becomes the man and the offeree becomes the landlord who needs to accept the counter offer).

2. I am not sure if there is actually a COUNTER OFFER or a REQUEST FOR INFORMATION
