Some sectors in Saudi Arabia are slow in adopting eCommerce technologies for running their business transactions, and that is due to an internal set of factors (related to organizations) or an external set of factors (related to infrastructure and governmental support). We have noticed that most of the studies in this subiect covered either internal factors or external factors, but not both. In this study, the researcher studied the impact of culture, technological development, educational programs and awareness building of e-commerce, and government support and assistance for e-commerce on adopting e-commerce technologies. The quantitative data is collected randomly from 535 mangers of small retailers in Saudi Arabia. The data were collected in 2009, however, due to some circumstances the researcher couldn't analyses the data until 2018. The paper then has been published in A ranked journal by end of 2020. For each factor, the researcher divided the managers into two groups (Group A and B). In Group A, for example, the mangers increased their awareness of the importance of e-commerce technologies. In Group B, the managers were under the normal situation. Then the researcher applies a comparison study to understand the effect of each factor before and after the program.
