I understand what you're trying to do here, but putting Janice as a lead more often ju'st isn't a good idea. The last deal she took lead on fell apart because she couldn't be counted on to be in the office every day.

I know Janice's last proposal was not successful, but she has a long track record of success prior to that proposal.

You will still get plenty of chances to lead proposals. Don't worry about it$.$
