The WHO was proposed by UN representatives from Brazil and China in 1945, and a conference to establish its constitution was held shortly after (World Health Organization). The WHO currently has 194 member states, which elect a Director-General to lead the organization in delivering services that include coordinating responses to health emergencies, promoting well-being, preventing disease, and expanding healthcare worldwide (World Health Organization). The WHO's core values are integrity and excellence in health (World Health Organization). Part Two: Vision The World Health Organization envisions a world in which everyone can live healthy, productive lives, regardless of who they are or where they live (World Health Organization). The WHO''s vision statement is very clear-cut and concrete, rather than abstract. There is little room for misinterpreting the goal of promoting health worldwide. The Director-General crafted a vision statement that paints a vivid picture of people all over the world and from all walks of life living healthy, productive lives and does not include any overt references to the WHO's core values. The exclusion of core values and concrete vision statement promotes a common purpose and improves performance by establishing a shared view of the organization, making it easier for employees to coordinate their activities (Kelman, 2015). While there are no overt references to core values, the content of the vision statement conveys a positive moral value. The combination of few values and vivid imagery is considered the best practice for crafting effective visions because it makes it easier for employees to truly understand the meaning behind the vision statement (Kelman, 2015). The WHO vision statement also employs the charismatic leadership tactic of using a three-part list to distill the vision statement into key takeaways (Antonakis et al., 2012)
