State medicaid programs must meet minimum federal guidelines that include the population to whom services are provided. The population for whom Medicaid coverage is NOT mandated at the federal level is;

 

1. children up to age 18years in low-income families.

 

2. all pregnant women regardless of federal poverty level status.

3. parents or caregivers with very low income.

4 people with disabilities who receive supplemental security income (SSI).
