Stop and frisk is one of the most controversial police tactics. When used properly as in Terry v. Ohio 392 U.S. 1, 88 S.Ct. 1866, 20 L.Ed.2d 889 (1968) , an officer can stop a violent crime from ever occurring. There is widespread abuse of such authority.
