In the late 1990s, there was a move to amalgamate urban centres. Ontario forcibly merged six cities into the "Megacity" of Toronto. Qubec merged some 20 communities into a megacity of Montral, but voters forced the parts to separate back into separate cities again. British Columbia wanted to amalgamate the 22 cities of the Lower Mainland, but a citizen uprising stopped it from happening in the Vancouver area. Finally, Alberta annexed massive rural areas to Calgary for its growth, pre-empting the growth of new cities near it.
