Below are the summary of findings or the research work undertaken,This study is on the extent of compliance of V-hire business operations in Region VIII to DOTC Department Order 2012-01.
Summary of Findings
1.On the Profile of V-hire Business Operators
1.1In terms of capitalization, seventy percent (70%) of the total number of V-hire businesses in Region VIII has a capitalization ranging from 1,000,000 and below, while only 1 or five percent (5%) has a capitalization of 5,000,000 and above.
1.2On the number of v-hire vehicles, 13 or sixty-five percent (65%) have more than 10 vehicles engaged in v-hire services.
1.3In terms of employees working in v-hire business, about seventy-five percent (75%) of the total number of v-hire business in Region VIII employed approximately below 20 employees or workers.
1.4About forty percent (40%) of the total number of v-hire business in Region VIII operates within a period of 1-4 years.
1.5As to the route, most of v-hire business in Region VIII operates more than one route within the region, asking for a fee ranging from 100-200, with Toyota hi-ace model and equip with comfort rooms, water facilities, waiting area and canteen.
2.On the Profile of Drivers
2.1The age of drivers engaged in v-hire business in Region VIII ranges from 41-50 years old.
2.2Eighty-four percent (84%) are married; almost half or 40.40% have attained college level in terms of education.
2.3There are about 194 or 49.90% of the total number of drivers engaged in v-hire business have attended at least 2 relevant trainings.
2.4About 174 or 44.70% of the total number od drivers in v-hire business have at least 11-20 years of driving experience.
3.On the extent of compliance to DOTC Department Order 2012-01 on the following standards:
3.1On the observance of passenger's rights, V-hire operators perceived that they always implement or observed passenger's rights while the drivers and passengers perceived that only the registration of permit to agencies are always observed by the v-hire operators, the rest of the standards are often observed by the v-hire business operations.
3.2On precautionary, safety and security, according to v-hire operators they are always compliant with the standards provided by the circular while the drivers and passengers perceived that v-hire operation often observe the standard operating procedures on precautionary, safety and security.
3.3On quick response procedures and protocols, according to v-hire operators, they always observe procedures immediately during incidents while the perception of drivers and passengers said that v-hire operators often observe these procedures.
3.4On post incidents procedures, the respondent v-hire operator respond that they always implement post incident procedures in DOTC order while drivers and passengers said that post incidents procedures are often conducted by v-hire operators.
3.5On immediate investigation of the cause of the incidents, findings revealed that v-hire operators always observed investigation procedures immediately after the incident, however, according to respondent driver and passengers, v-hire operators often implement immediate investigation of the cause of incidents.
