Suppose I compute, for example, the 83rd percentile in a data set where the variable is the orders and the unit of interest is the number of orders each day, what exactly does computing the percentile give me?

Example data ( 16 17 19 23 24 24 26 27 31 32 33 38 40 45 52 54 67 75 81 ) days=19

I know that the 83rd percentile is 61.8, but what does that mean? (how can I interpret this?)
