Suppose that global warming caused by the burning of fossil fuels is a serious problem, but people who use gas and oil products are not paying for the damage being done. How can the government resolve this? One proposal is to internalize the externality. In other words, add a higher tax to carbon based fossil fuels so people actually pay for the damage being done to the environment. You would pay for the fact you are damaging the environment; It is no longer an externality if you are paying for the damages. Is this fair? Should this even be on the government's agenda?
