Suppose that the following provision is included in the Furnished Premises Rent Control Act of your country:

'The Rent Control Board shall have jurisdiction to determine the fair rent to be paid for furnished premises upon application made by a tenant of such premises not less than 2 weeks nor more than 4 weeks after entering into occupation of such premises.'

Last week, the Board made an order determining the fair rent of premises owned by your client at a figure which your client considers to be too low. Could this order be subjected to judicial review if:

(a) The premises are unfurnished;

(b) A tenants' association made the application;

(c) The application was made seven days after the tenant entered into occupation;

(d) The Board had made a rule that all applications must be printed or typed, but the tenant's application was handwritten.
