Suppose the the U.S. Federal Government funds and supports research used in the production of a weapon, that the technology developed exclusively for this weapon is not revealed to the public nor is a patent filed on it since patent applications are a public record and are searchable by the general public. Suppose further that all produced weapons based on this technology are never exploited for the purpose of discovering what exactly the technology is? On what grounds may such weapons be "public goods" or on what grounds are they not "public goods." Is the technology itself intellectual property and why or why not?
