Do you think its a good idea to have FEMA located under the Department of Homeland Security?

Obviously, there were failures in communication and coordination during 9/11, but do you think the response was better at the Pentagon or did the complexity of the pentagon make the response less effective?

Getting a little ahead of the curriculum, FEMA is often placed in a management role over "peer" agencies in recent years. Considering this, do you think FEMA could have been used as the senior management agency instead of the Department of Homeland Security?
