  4. List threats (exposure to risks) created by the weaknesses listed
  5. Develop (offensive) strategies in light of opportunities
  6. Develop (defensive) strategies in light of threats (to reduce/mitigate exposure to risk, attacks from rivals, environmental factors, etc.)

Strengths and opportunities are related. Opportunities leverage, or are based on, strengths. There is no such thing as an opportunity that addresses (is based on) one-or-more weaknesses. Addressing a weakness is not an opportunity. Opportunities advance the organization or unit in order to increase sales, increase profit, increase customers, and enhance a brand.

Weaknesses and threats are related. Addressing one-or-more weaknesses reduces or mitigates threats. Addressing a weakness is not an opportunity. Reducing threats only protects the organization and does not advance the organization. Dealing with weaknesses only reduces risk.
