Task 1
Write a function named 'compress_image'that can take up to two inputsusing 'varargin' and 'nargin'. The inputs are the file path of
the image and the compression factor. The different use cases for variable inputs are described in Table 2. The function will read the
image located at the specified file path using the built-in 'imread()' function and use the algorithm described above to compress it. All
3 RGB components should be compressed individually, resulting in a single image. Implement the algorithm using nested loops and
if statements for Step 3 of the algorithm. Using 'tic' and 'toc' commands, calculate the time elapsed for the algorithm to run. The
function should return 2 outputs which are the compressed image array and the elapsed time. Additionally, function should save the
compressed image array to a '.mat' file.
