"Taste Land (TL) Plc" is a leading biscuit manufacturer in Sri Lanka. TL produces a range of biscuits, including cream crackers, cream biscuits, savory and sweet biscuits. Further, the company distributes products across Sri Lanka and exports them to selected Asian countries. Innovation, reliability, and responsiveness are the strategic focus areas in the TL supply chain. TL has a supplier base for sugar, wheat, chemicals, and packaging materials, and TL is ordering sugar and wheat from Asian countries. Further, TL is having more than three suppliers for every raw material type. TL has three main warehouses; one warehouse is for raw material storage, the second warehouse is allocated for finished goods, and the third warehouse is allocated for export products. Manufacturing operations of TL is conducted in the main factory located in the Maharagama area. The factory manager has the authority to plan the manufacturing operations. The factory is used for manufacturing and arranging the finished goods for delivery. Distribution warehouses have several strategies to optimize the implementation of delivery functions. The distribution function is centrally managed by the headquarters located near the main factory. Then, the wholesale and retail network distribute the products to the customers. The quality assurance department of the factory ensures the perfect product quality and track damaged products. Further, the wholesale and retail customers can return the damaged products to the main distribution warehouse. TL launched an enterprise resource planning system linking suppliers, headquarters, manufacturers, and three leading distribution warehouses in 2006. In a recent meeting, Group Supply Chain Director reveals the following problems that need urgent attention of the supply chain manager. There are delays in distribution activities of the export products that hinder the competitiveness of the export section. Export demand for TL products rapidly increased during the last six (6) months after the Covid-19 outbreak. Further, there were recorded delays in validating orders at the manufacturing factory, receiving products to the distribution centre, product damages in transportation and handling, and selecting carriers. Further, due to Covid-19, there are delays in lead times related to "sugar," which leads to delay in the production process. TL headquarters does not have proper linkages with more than 250 wholesalers, 750 retails, and 300 transporting partners. Group Supply Chain Director require your advice to handle the above supply issues (assume you are the supply chain manager of TL Plc.), and you are required to provide the following details and advice to top management; a) Develop an AS-IS map using the coding systems of the supply chain operations reference model (SCOR). (10 marks) b) Develop supply chain strategies to handle the identified problems and create a TO-BE map using the coding system of the SCOR model.
