Tax expenditures, unlike annual spending decisions in State or local budgets, have long been criticized as not being transparent and not being subject to periodic review. In the last two decades, most states have established periodic tax expenditure reports.

What do you think an “ideal” report should include, and why would you recommend that its review should become part of the annual budget review/adoption process.
