She was just informed by the tribe that she is not allowed to vote in the election. * Neighbor B is phenotypically Native American and is an enrolled member of the Cherokee Nation. He was just informed by the tribe that he is not allowed to vote in the election. e Neighbor C is a phenotypically Black American who is an enrolled member of the Washoe Tribe. The tribe confirmed that he is allowed to vote in the election. e Neighbor A is mad that she, as an American citizen, can't vote in the tribal election. She points to the 15th amendment which says that a person can't be denied the right to vote based on race. Explain to Neighbor A why the Washoe Tribe is not violating the U.S. Constitution by excluding her. o Neighbor B is mad that he can't vote in the tribal election for two reasons. 1) Based on his looks he is clearly an American Indian. 2) He is a member of a federally recognized tribe. Explain to Neighbor B why he can't vote. Make sure to address both of his concerns. e Explain why Neighbor C is allowed to vote in the election even though he is phenotypically Black
