The AntiCorruption Resource Centre released a study that said mainstreaming gender and female participation in government can help reduce corruption. The Corruption Perception Index (CPI) put out by Transparency International, measures the average corruption perceived within a country. The index ranges from 1 to 10, and the HIGHER the index, the LEAST corrupt a country is perceived to be! Is the study right that countries with high women participation in government are on average less corrupt than countries with low women participation in government? Use an alpha value of 5%. Remember, "high women participation" means a women's participation rate of at least 25%. Low women participation means a participation rate of under 25%. You will need to generate 2 new variables. And remember, a higher corruption index means a country is LESS corrupt (counterintuitive)
