The city made numerous mistakes throughout all of this. Trained and qualified researchers should have been conducting the research. Once the issue was escalated the city should have made ethical decisions. Decisions should have been made in an honest and open manner to resolve the issue as quickly and ethically as possible. The result of better choices in this scenario would have led to an overall reduced cost and a better relation with patrons of the city
