The city of South Peoria is opening a new park. Unlike other parks in the city that cater to families, this new park is designed to be a sanctuary like space for quiet reflection, the enjoyment of nature, and the practice of yoga. The park contains several paved paths to different secluded areas where yoga classes can take place. Because of this new focus, the city council drafted an ordinance to be posted on a sign at all of the park entrances that state:

"NO VEHICLES IN THE PARK. VIOLATORS ARE SUBJECT TO A $1000 FINE."

Merriam-Webster dictionary defines "vehicle" as "a means of carrying or transporting something." The City of South Peoria does not have another ordinance that defines the word "vehicle." Some disputes have arisen as to the interpretation of the ordinance. You are a judge that has to decide the following cases.
