The company 'Rise 42' is concern with the quality and accuracy of estimation so project managers are currently reviewing the different methods the company uses for estimating schedule, cost and resource. In most of 'Rise 42's' estimation of project activities there is significant uncertainty associated with estimating time or cost. At a recent Senior Management Team (SMT) meeting, the new VP for Marketing and Communications stated that "....time is everything: our survival depends on getting the products to our customers first...... time and accuracy are not the issue".

The VP for Marketing and Communications also suggested that "Top-down" estimating method must be used for all projects given the high uncertainty in estimating schedule, cost resources and other activities. He highlighted other conditions for preferring certain estimation methods including the following:

  2. Importance of Cost and Time
  3. Small internal projects
  4. The customer wants details
  5. Unstable scope
