The concept of operations: One or more paragraphs describing how the system shall be used by stakeholders to achieve their objectives. It is written in the language of the stakeholder, not the engineer. It details the functions the stakeholder wants the system to perform in order for the stakeholder to achieve their objective. It typically does not include all of the requirements which must be satisfied to enable the system to perform these functions. It does not include examples (The concept of operations should be written clearly enough to eliminate the need for examples.) It should not be written as a list of bullets. Scenario: A separate set of paragraphs (and not bullets) describing different circumstances in which the concept of operations must be completed.
