The council has also discovered that its works manager, Rob, who was in charge of recently commenced renovations of council premises, had reported a problem with a local building company, Elan Constructions Pty Ltd (Elan). The company was awarded the renovation job for a contract price of $1.25 million after a tender process. It was a term of the written contract with Elan that the works were to be completed in time for the council's jubilee celebrations. However, while the job was proceeding, Rob was advised by Elan's manager, Elvis, that they were offered a government contract they could not refuse. Elvis told Rob that the council had to find someone to take over the job. Rob then told Elvis that he was authorised to pay a further $250,000 to Elan in order for them to continue and complete on time. Elvis finally agreed and made arrangements for the job to proceed. When the works were finished, members of the council's Board argued over the additional amount and split along party political lines to overrule payment. The chief executive officer Ned reluctantly advised Rob that only the original contract price would be paid to Elan.
