The early 1990s was very tumultuous, and two of the major conflicts were the breakup of the former Yugoslavia and Rwandan Genocide. In each, there were U.N. peacekeeping missions that failed (for various reasons) and many people died due to the ethnic conflicts. Genocide is nothing new. People being killed because they belong to a certain group of people (whether it is a specific race, religion, ethnicity, nationality, etc.) has existed as long as humans have existed...

But what is the responsibility of the international community to intervene and stop these atrocities? Use examples from Rwanda to defend your answer (even if you don't think the international community has any responsibility to intervene).
