Therefore a week after the rule was submitted to congress for approval, both houses passed a resolution of disapproval which was thereafter signed by the president. It has now been two years and the EPA would like to try again to limit the number of cockroaches that each person cankill in his lifetime. Is the EPA permitted to issue a rule similar to the rule that was the subject of the resolution of disapproval? Why or why not?
