The EPA has the authority to create, interpret and enforce its own laws. We learn in Constitutional Law that there are three branches of government, the legislative, executive and judicial branches. The legislative branch is supposed to create law; the judicial branch is supposed to interpret the law and the executive branch is supposed to enforce the law. The three branches form a system of checks and balances designed to ensure that no one branch can overstep its authority delegated by the constitution.
