The elderly are targets for abuse and fraud. Write about an event of elder abuse and/or fraud that you know of. If you do not have first-hand knowledge of such an event ask your friends and family. Someone will for sure know of a case. Write about how it happened, how it could have been prevented, how it actually was resolved.

Paper 1: Topic 2: Vulnerable populations

Besides the elderly there are other populations in society that are vulnerable to fraud and abuse. Identify such a population. Discuss their vulnerabilities and the kind of fraud and abuse they face. How would you prevent fraud & abuse.

Structure
