The Johnstown community is a small city of approximately 10,000 with multiple industries including light manufacturing, retail businesses, and general industry. All of the normal public safety services exist in the town and the surrounding communities. In this scenario, you are the leader of the Johnstown Office of Emergency Management. It is your responsibility to develop and organize the planning team for a basic emergency response plan. This is just the initial meeting to set forth the planning process.
