The Jones Co. was considered in the top tier of seven contractors that competed regularly for Government contracts to furnish aircraft quality plastic housings to Hill Air Force Base. In 2007, Hill AFB issued an IFB for 1,000 nose radar housings for F-22 aircraft. The Jones Co. was overloaded with orders at the time and could not have handled the large order, and declined to submit a bid. Philip Harrigan, the president of Jones Co., was an engineer and acknowledged in the industry as an expert on all aspects of plastics capabilities. Mr. Harrigan followed the proceedings of the process, through contacts he had with friends in the technical world. The contract was awarded to the Smith Co. Mr. Harrigan, who knew a great deal about Smith Co.'s lack of capabilities in plastics was aghast. He believed, along with many in the plastics community, that the contract should have been awarded to the Fogg Co. The Jones Co. filed a protest to stop the award to Smith Co., citing the Air Forces' incompetent evaluation of Smith Co.'s lack of technical ability. What would be the result, and why?
