Mr. Harrigan, who knew a great deal about Smith Co.'s lack of capabilities in plastics was aghast. He believed, along with many in the plastics community, that the contract should have been awarded to the Fogg Co. The Jones Co. filed a protest to stop the award to Smith Co., citing the Air Forces' incompetent evaluation of Smith Co.'s lack of technical ability. What would be the result, and why?
