The Mayor of a large urban city had been concerned about the crime rate (per 100,000 residents) within a blighted neighborhood next to the downtown area. This neighborhood had approximately 25,000 residents (living mostly in highly dense apartment dwellings). In 2016 the neighborhood experienced 100 reported crimes. Beginning in 2015, the city, with the support of the Mayor, partially funded a project intended to substantially increase the available affordable housing in this neighborhood. The result of this is that the population of the neighborhood increased from 25,000 in 2016 to 45,000 in 2018. During that same year the neighborhood experienced 180 reported crimes. Critics of the Mayor argued, "All the Mayor has done is increase crime in this neighborhood". You, as an analyst for the police department have been asked to conduct an analysis of crime in this neighborhood. You argue that although the number of reportable crimes has increased in the neighborhood the crime rate (per 100,000 residents, which is the standard crime rate) may have actually decreased. Conduct an analysis comparing crime rates in this neighborhood for 2016 and 2018. Then write a brief response for the Mayor. Here are the salient numbers.
