The merger proposed  between McGraw Hill and Cengage was ultimately withdrawn by the two companies.  They said that they decided it was not a good business decision for them to merge but many people think they just withdrew their proposal due to fear of the bad publicity generated by the government agencies turning down their request.   Do  the government should regulate businesses in this way (preventing mergers and acquisitions) or should the free market be allowed to regulate itself?  Explain
