The National Development Plan in South Africa provides a vision to be achieved by the year 2030. You are required to conduct your own research and identify a programme in the public sector eminating from the NDP but which that has failed to meet it's intended objectives. This may be a programme that you have worked on previously or any other programme in the South African public sector. 

Select such a programmes that has failed in the public sector and prepare a programme report in which you provide the following:

1. An introduction of the programme which includes a description of the programme purpose and the department responsible for implementation

2. The challenges that affected the effective implementation of the programme success

3. Using your knowledge of effective programme management, what gaps can you identify in terms of schedule, budgeting and resource management

4. Recommendations on what the programme manager can do to address the gaps in the programme.
