The National Highway and Traffic Administration (NHTSA) says that there is insufficient evidence of injuries resulting from defective chair backs to spur new regulation. But CBS reporters were able to find hundreds of cases. NHTSA says that it must rely on auto manufacturers self-reporting the incidents and does not do its own investigations. This creates what is referred to as a "Regulatory Black Hole" - industry is supposed to report the incidents; they don't; so there is no data to support regulatory decision-making and no prosecution for failure to report as required.

• Is NHTSA inept? Tone deaf? What keeps the problem from being solved?

President Trump had vowed to roll back regulations on business and has touted his success in doing so as one of his principal accomplishments in office. This week, Congresswoman Marjorie Taylor Green tweeted, "If I were President right now, I'd rip the noose off American businesses ... radically deregulate..." One hundred years ago, a different Republican President said, "Industry, therefore, must submit to such public regulation as will make it a means of life and health and not of death or inefficiency." - Theodore Roosevelt

• If regulations help protect us from physical or financial harm, what is the potential cost of rolling back regulations on business?
• Do the perceived benefits outweigh the costs? Why/Why not?
• If government does not aggressively regulate potentially dangerous or predatory practices by businesses, then who does? (Note: This is not strictly a business versus consumer issue. Business people do business with other business people. What keeps the playing field level if not government regulation?)
