The National Police of the Dominican Republic is interested in establishing with the General Directorate of Internal Taxes an integrated system for handling automobile and transit information, including driver's licenses, vehicle licenses and excise taxes. In addition, it plans to integrate insurance companies. As a Consultant assigned to the project, formulate an Action Plan whose recommendations will allow:
1) Identify the organizational structure of the support unit in relation to the management of the National Police needed to develop, implement, operate and maintain the database.
2) Specify the access, security and maintenance controls required to protect information about drivers, vehicles, insurance providers and claims or services rendered.
3) Evaluate the possibility of establishing a communication network with other offices, both in the Dominican Republic and the United States of America to exchange information, provide reports and allow remote federal audits.
4) Specify the electronic equipment and programming necessary to allow the issuance of the driver's license with photo, the car license with its specifications, maintain or receive images of documents, read the license and other related documents to issue fines, verify entitlement to services and make geographical maps that locate drivers, vehicles and insurance providers; as well as, statistics by zones for attention and referral. Include literature on recommended products.
