The new sense of community compels us to reassess the concept of global citizenship. Should global citizenship be equated with nationality and membership of the local community, or will citizenship be reckoned on the basis of virtual, psychoemotional identifications?

In other words, how do we negotiate our status in three levels of group affiliation: community membership, national citizenship, and global citizenship? Obviously, affiliation with a particular national or a local community should not deny equal status to those of other societies and communities through ignorance or culturally unequal power relationships and exploitation. Can human beings promote voluntary pluralism by integrating different cultural identities and interests to build a global civic culture? Is so, how?
