The port of Kingston is the largest port in Jamaica and is the main gateway for the trading of goods coming into and leaving the island. The port strives for perfection in all areas of operations and they pride themselves on delivering quality service to their customers. Over the past two years, the managers have noticed a reduction in the flow of cargo entering the country and in the amount of vessels coming into the port. In an effort to find out the cause of the reduced traffic, the managers contacted some of the previous customers and they were informed that they no longer feel safe to traverse through their waters or to utilize the port of Kingston due to; the increased attacks on their ships and crew members, credible and verifiable information about certain vessels being targeted due to the flag state, elevated threats within the area and the lack of implementation of security legislations. The managers conducted an investigation and the following issues were observed:

  1. The required policies and legislations were not being implemented and utilized.
  2. Employees not assigned to designated areas are seen accessing or loitering in sensitive areas and unidentified individuals were seen roaming around the port.
  3. Reports of armed robbery and Terrorism threats have not been properly dealt with nor mitigation methods been put in place.
  4. Due to a lacking of security measures on the port, cargoes have gone missing and there have been undocumented reports of fire arms and illegal contraband passing through security checks undetected.

Task: Acting as a consultant, you are required to write a proposal, outlining strategies and possible solutions which the Management of the Port of Kingston can implement to address the challenges which they are experiencing, while focusing on the following requirements;

  • The impact of the named threats on the movement of cargo entering the country and the ways in which the management improve the flow of cargo through the port.
  • The means of identifying and recognizing threats and ways in which it can be used as mitigation measure to reduce the possibilities of a maritime terrorism attack.
  • Give recommendations about the international policies and regulations that can be implemented to increase the Port of Kingston standing among other international ports can be used to safeguard the port of Kingston and its surrounding areas. Also show how they can reduce or eliminate the possibilities of illegal weapons and cargo leaving the port without detection?
