The President's Budget requested $457 million for DoD's Blackstone Program. The House Armed Services Committee has decided to grant the Blackstone Program $450 million, while the Senate Armed Services Committee is still considering what action to take. At this point, DoD should appeal to the:

• Authorization Conference for $457 million
• House Appropriations Committee for $457 million
