The primary purpose of a government body is to provide public services for its citizens. Some examples on federal level are the postal service, armed forces, and FEMA.

From way back (History of FEMA) FEMA responded when disasters happened and those affected needed FEMAs assistance. In 2011, before Covid-19 pandemic, the Federal Emergency Management Agency (FEMA) responded to one of the highest number of emergencies in one budget year.

During Covid-19 FEMA, among other services, offered Funeral Assistance... "Under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021, FEMA is providing financial assistance for COVID-19 related funeral expenses incurred after January 20, 2020." (FEMA, 2021). The agency's already slim budget funds have been stretched above and beyond, but FEMA was there when grieving citizens needed assistance.
