The quality of life of the local people in New Orleans, Louisiana during the Mardi Gras, or Fat Tuesday Festival, is under threat for a number of reasons. These include congestion from over$-$visitation, increased population density in a small area $($Bourbon Street$),$ consequent environmental degradation, noise due to loud music and environmental pollution, and so on$.$ There are too many people and too many vehicles in the city. Many visitors bring their consumer lifestyle, leaving garbage lying around and publicly consuming alcoholic beverages. What recommendations do you have for the city planners to help safeguard the quality of life for local people? What could be done to ease such problems?
