The Quebec Hospital Network is looking to implement a new state-of-the-art entrance kiosk for safe hospital access for patients and families. These kiosks will be used at the main entrances to all hospitals in Montreal. From lessons during COVID, these kiosks will help minimize human-to-human contact and provide patients and home visitors with quick access to information on where to go by scanning patient barcodes.
The hospital network will use a central procurement organization called Health Procure, which is part of the government and is responsible for procuring all healthcare-related goods and services on behalf of hospitals and non-emergency clinics.
You were recently hired by Health Procure to help procure these first-use products for a total of 50 kiosks at all non-emergency entrances in 15 hospitals in the province.
Your manager has informed you that there is no existing supplier base approved by the Ministry of Health, therefore, Health Purchasing buyers need to enter the market to determine product availability and options. This is the first time the ministry has requested such a product and is willing to do it in stages. You have full access to all hospitals and all staff on the Health Procure team.
Some hospitals are located in areas with a high proportion of the elderly population and English is not the first language, so the kiosk function needs to meet these demographics.
Additionally, these kiosks are self-contained units, and older hospitals can present challenges with electrical and internet connectivity.
Budget is a major consideration, but if the program proves to be successful and implemented within budget, timeline, and a "positive experience" of the high patient and family ratings, the federal government will provide additional funding for ongoing implementation and upgrades.
