The UN Security Council not only is Concerned about the devastation that resulted from the earthquake that occurred in Haiti on August 14, 2021, but also expressed serious concern about the recent rise in gang violence and stressed the necessity of addressing it and its root causes in a comprehensive manner, including through strengthened rule of law, socio-economic measures, violence reduction programs, weapons and ammunition management, and cutting the link between political actors and gangs. As a result, on July 16, 2022, the United Nations Integrated Office in Haiti (BINUH) had its mandate extended by the Security Council to 15 July 2023. As part of this decision, it was decided that the BINUH's police and corrections unit would have up to 42 civilians and personnel serving as advisers and that its human rights unit would have a dedicated capacity to address sexual and gender-based violence. On the issue of security, the Council urged the Member States to forbid the transfer of small arms, light weapons, and ammunition to groups who are either directly or indirectly involved in gang violence, criminal activity, or human rights abuses in Haiti. It urged them to work together to stop illicit arms trafficking and diversion, particularly by sharing timely and up-to-date intelligence to spot and stop the illicit activity. I don't think simply urging member states to control the firearms sale is effective in controlling and minimizing the violence in Haiti. Since it is the Council's duty to maintain international peace, I think they should suggest and help implement better safeguards in place to control firearms sales.
