The reason why Katniss makes the capital so mad, is because she is the first contestant to bend the rules so much in her favor that the capital is forced to make a decision that benefits her. This is when Katniss and Peeta are the last remaining tributes and they decide to kill each other at the same time with berries. This event is what causes the capital to save both their lives and announce them both winners of the hunger games. This is what causes the shift in Katniss being the star to Katniss being too much and changing the rules of the games and traditions
