The Republic of Guam and the State of Niche are at war. Mr Wolf, a national of the Republic of Guam, is a renowned mercenary who is wanted for war crimes on three continents. On Jul 1, 2019, while travelling in the Pearson State (PS), Mr Wolf receives a telephone call from the President Guam, Mr George, asking him to deploy a biological weapon against the Niche Embassy to the PS.

Mr Wolf accepts the job, covertly enters the Embassy, and deploys the weapon. He also removes six confidential files from the Embassy, including a damaging personal file on George. All thirty Niche Embassy personnel on the premises are affected. The weapon immediately kills the Ambassador and three Diplomatic Agents; the remaining Embassy staff are hospitalised.

The Niche Intelligence Service uncovers evidence indicating that Mr Wolf was responsible for the attack and suspects that he was hired by the President of Guam. Niche Secret Agents are ordered to capture both persons. The Chief Prosecutor of Niche issues two Interpol arrest warrants, both including Red Notices, one for Mr Wolf and one for Mr. George

The President of Guam is found by Niche Secret Agents on Jul 10, 2019, at the luxurious hotel of Atlantis. He is kidnapped and taken to a secret location where he is mercilessly interrogated, by waterboarding. On Jul 15,2019, after all information has been extracted from the (former) President of Guam he is left, bound and blindfolded, on the steps of the PS Embassy in Niche.He is identified by a Ukrain police officer and is immediately arrested.

Mr Wolf is later arrested and delivered to Niche authorities. The Chief Prosecutor of Guam charges Mr Wolf and Mr George with crimes against humanity and war crimes, and with conspiring together to commit both offences.

Earlier, on March 17, 2029, following the disappearance of Mr George, the Vice President, Mr Frisky, formally assumed the post of President of Guam

On July 20,2019, after hearing of the charges against Mr Wolf and Mr George, Mr Frisky the (new) President of the Republic of Guam, immediately protests the Niche actions. He demands that Niche return the former President immediately and provide reparations and satisfaction for its violations of Guam sovereignty.

The President also demands the return of Mr Wolf advising the Government of Nichethat "Mr Wolf was appointed Ambassador of Guam to the PS fiveminutes before his mistaken arrest and is therefore immune from all forms of prosecution."

Niche refuses to accede to either demand. It counters that Guam must provide reparations and satisfaction for its illegal actions, including the attacks on its Embassy.

On Aug 1, 2019, Guam files a case on the above matters before the International Court of Justice. Niche accepts the Court's jurisdiction andfiles a defence and counterclaim.

In response to request for documentation, the US indicates that it did receive the notice of appointment of Mr Badden. However, the US has yet to process the request
