The Scapegoat Republic - a fictional EU Member State - wishes to discourage and reduce immigration from other EU Member States.

To achieve this goal, the Prime Minister of the Scapegoat Republic (hereinafter: 'SR') proposes the adoption of the following three measures: (1) The introduction of a new requirement for jobseekers from other EU Member States to have a job offer before entering the SR;

(2) The introduction of a new rule whereby EU citizens already residing in the SR who are not economically active must find a job within six months following the entry into force of the new law. Should they fail to find a job, non-economically active EU citizens will be expelled from the country; (3) The imposition of a new requirement which would prevent EU citizens working in the SR from being joined by their non-EU spouses unless they can prove (i) that their marriage is not one of convenience and (ii) that they have been previously residing together in the EU citizens' countries of origin for a period of at least one year.
