• The Speech & Debate Clause has been interpreted by the Supreme Court to protect members of Congress when they are acting in a way that is essential to the deliberative process (i.e.speeches on the House floor), but not in communicating to the public. Do you agree that legislators should be immunized for their speech during the legislative process? Why or why not? Should the Clause be extended to cover communicating with the public? Why or why not?
