The topic of this discussion is the proper roll of courts in society. In the United States, courts sit at a crossroads of policy and personal disputes. While most high profile cases and culture war issues delve into policy, the vast majority of cases decided by courts at all levels are matters of private dispute between private individuals or companies trying to resolve their issues within a particular set of facts. Standing allows a court to conserve its resources and not decide cases that it feels it should not decide.

The question - is City of LA v. Lyons correctly decided? If you think not, how would you have ruled to both preserve Lyons' rights and also maintain the doctrine in a way that is useful to the normal business of courts? And, more importantly, as a public administrator with legislative power, can you think of ways in which you would attempt to prevent this case from happening, or at least try to?
