The traditional parameters for measuring project success are if it finished on time, on budget and in line with its specification. Although important, these relate mainly to the execution stage of a project, which is the period of most direct interest to the project manager and the principal contractor. Other people, not least the customer, might have quite different views about the ultimate outcome. A customer who finds a project doesn't deliver its expected return on investment may see the result as a failure. Other stakeholders might have their own, quite different, perspectives such as whether the project helped them meet other wider goals or needs. A project can only be considered completely successful if it satisfies all the stakeholders. Finishing on time, budget and to specification means a project is successful
